Sharpening a scraper by hand almost always puts a bevel on it, which is worse than leaving it dull. This holds the scraper in a guided channel and draws it across a panzer file, returning a true 90° edge.

Why the angle matters: a scraper works by cutting, and only a square edge cuts. Once it rounds over it starts smearing — pushing wax along the base and pressing it into the structure, which is the opposite of what scraping is for. A bevelled edge does the same thing.
Sharpen far more often than feels necessary. Most tuners do it between every pair. It takes seconds, and a scraper that still looks fine will cut noticeably better afterwards — the difference is obvious the first time you try it.
This is the cheapest tool on a bench that makes a visible difference to a wax job.
