Buy the vises separately and buy them well. A bench holds the working height; the vises hold the ski. Most of the stability you feel when tuning comes from how firmly the ski is clamped, so a good bench with poor vises still gives you a ski that creeps under the file.
Working height matters more than people expect — a bench that is too low means bending over every pass, which is the real reason a long tuning session becomes unpleasant.
