Wax shavings, metal filings and P-Tex get everywhere, and they do not come out of clothing easily. An apron is the cheapest thing on a bench and the one that saves a jacket.

The pouches matter more than the coverage. A scraper, a gummi stone and a brush live in them, which means you are not putting tools down on a bench and then hunting for them. Anyone who tunes several pairs in a session will recognise the problem.
Length is chosen for a bench, not a kitchen. 30 inches covers you to below the level of a tuning bench, which is where filings land.
Metal filings are the real reason to wear one. Wax brushes off; fine steel swarf works into fabric and rusts, and it will mark a car seat later.
Also a sensible thing to have on hand if you run a team wax room and want the athletes' own kit kept clean.
