A mineral-oil-based coolant for belt sanders and stone grinders — the lubricating alternative to a synthetic emulsion.
Mineral oil carries more lubricity than a synthetic, which means smoother cutting and less heat at the contact point. On a belt sander in particular that shows up as cleaner cuts and belts that last longer.

Mineral oil or synthetic? Mineral-oil coolants lubricate better; synthetic coolants run cleaner and are easier to dispose of. Shops tend to choose based on what their machine manufacturer specifies — check that before switching, since some machines' seals and filtration are built around one or the other.
Keep the mix right. Too weak and you lose rust protection and lubricity; too strong is wasteful and leaves residue on bases that then has to be cleaned off before waxing.
This is machine-shop equipment. If you are tuning by hand, you do not need it.
