Belts do not usually wear out. They load up: base material and wax embed between the abrasive grains until the belt stops cutting and starts burnishing and heating. Pressing this cleaner against a running belt pulls that material out and restores the cut.

Clean often rather than occasionally. A loaded belt generates heat, and heat is what damages bases on a sander. If a belt has started to glaze or the bases are coming off warm, clean before assuming the belt is finished.
Hold it against the belt with the machine running, moving across the full width, until the surface looks open again. It takes seconds and a single cleaner lasts a long time.
