Sidewall cutting is the step most home tuners have never done and most race technicians do first. The sidewall — the plastic above the edge — overhangs slightly, and a file riding on it cannot reach the steel. Cutting it back exposes the edge so the file actually contacts it.

Round or square? A square profile cuts a flat shoulder; a round profile leaves a radiused one. Round is more forgiving and less likely to leave a stress line in the sidewall material; square gives maximum clearance for the file. Most tuners have a preference and stay with it.
Blades are consumable. A dull sidewall blade tears rather than cuts, leaving a ragged edge that catches, and it takes far more force — which is when the tool slips and marks the topsheet.
