Powders are a race-day layer. They go over a base that has already been cleaned and saturated with training wax, applied and ironed or corked in, then brushed out. They work on the top few microns where base meets snow, and on an unprepared base there is nothing for them to bond to.
Non-fluoro, so it complies with the fluorocarbon ban in sanctioned competition — which is the reason powders like this exist in their current form.

Apply with a cork or a wool roto. All ski wax.
Powders are unforgiving of a dirty base. Clean thoroughly before applying one — a hot scrape with a soft wax is gentler than solvent and carries the dirt out with it. Anything left in the structure will contaminate the powder and you will have spent race-wax money on a slow ski.
