Why 16 mm for juniors: shaft diameter buys stiffness, and stiffness only helps if the athlete can load the pole. A young racer on an adult 18 mm shaft gets swing weight with no benefit. The adult Super G uses 18 mm.
Speed poles run longer than slalom poles for the same athlete — the tuck and the bend both consume length. If your athlete races both, expect two different lengths as well as two different shapes.
Cone baskets are the speed-event choice, being more aerodynamic than discs at the speeds Super-G reaches.
