The finishing brush — soft 9 mm horsehair, for the last pass over a base and for brushing out overlays and speed additives before a start.
The long, soft bristle is what makes it a finisher. It reaches into structure without removing material, and being natural bristle it does not build the static that holds fine particles against the base.

Where it fits: last. Stiff nylon takes out the bulk of the wax, the brass-horsehair combi cleans and opens the structure, then this polishes. Using it earlier in the sequence just loads the bristles with wax that a coarser brush should have taken.
This is also the brush for race morning. If you have ironed a wax the night before and only need to brush out and finish before a start, a soft horsehair is usually all that is needed.
Light pressure and many passes. Tip to tail, one direction.
